The Resilience Consulting Services was commissioned to develop a comprehensive HR Manual for Catalysts in alignment with the following scope of work:
1. Diagnostic Assessment - Conduct a brief review of Catalysts' current organizational setup, operations, and any informally applied HR practices to identify gaps and establish a baseline for the development of HR Manual.
2. HR Manual Development - Develop a comprehensive yet concise HR Manual that serves as the primary reference document for managing HR functions within Catalysts.
3. Organizational Structure and Salary Framework - Develop an organogram that reflects Catalysts' current staffing structure and includes recommended future positions with clear reporting lines. Alongside this, develop a salary structure that outlines compensation bands for different roles, aligned with the Afghan labor market and compliant with national regulations.
4. Contracts, Agreements, and Rate Card - Develop standard contract and agreement templates for use with different categories of staff and service providers.
5. HR Templates, Forms, and Checklists - Develop a set of ready-to-use HR templates, forms, and checklists to support day-to-day HR operations
6. Orientation and Handover - Provide a practical orientation session for relevant Catalysts team members on the newly developed HR system.
